Culture of abundance

I often hear this term (or variants of it) used as a shorthand to point out situations in which different cultural behaviors apply when one or more resources is not effectively limited. In certain situations you can use Virtuous cycles (even better, Self-reinforcing virtuous cycles) to create abundance -- but what if the system of systems has evolved in a Culture of scarcity ... and so have the lenses in which we view it?
